Risk Management / Safe Sport Instructions Registering for the 2023 – 2024 Seasonal Year

The soccer season year starts in the Fall and ends in the Spring each year, like a school year. Beginning in May, all coaches must register or re-register with NCYSA Risk Management for the next calendar year.

Who must complete the Risk Management and Safe Sport program?

It is Federal Law that all persons involved in the administration, management, or coaching of youth sports contained under the US Olympic Sports programs must complete the Risk Management and Safe Sport process each season year. 

• Coaches (Recreation, Pre-Academy, Academy, Intermediate, TOPSoccer, Classic & Camp)
• Team Officials (Managers, Treasurers)
• TOPSoccer Buddies
  
• ABYSA/HFC Board Members and Staff
  
• Players 18+ "Adult Athletes" and players that WILL TURN 18 during the season year
  • Starting in 2021-22 season year, ALL participants (Players, staff, and volunteers) 18 years of age or older, that are registered under the United States Soccer Federation - the governing body of Soccer in the United States - must complete the Risk Management and SafeSport programs. These programs are designed to create a safe environment for all athletes, coaches, and staff in ALL of youth sports, not just soccer.
            Each player, coach, and volunteer's Risk Management and SafeSport information for ABYSA and HFC must be processed by North Carolina Youth Soccer Association (NCYSA - our local governing body)  before that individual can participate with any team or league. Steps to set-up your Risk Management account:

If you are registering with NCYSA Risk Management for the first time choose "I have never submitted a Risk Management registration form to NCYSA before".

1. Go to the following link to begin: 2023-2024 Risk Management
2. You will need to complete the 'Contact Information' portion of the Risk Management Application
3. You will be asked to verify your information to continue.
4. You will need the following association information to continue:
   1. Your type of affiliation: NCYSA Member Association
   2.  Member Association Name: Asheville Buncombe Youth Soccer Association.
5.  Choose the type of position  (Coach, Team Manager, etc.)
   1. Choose the correct level (Recreation, Challenge or Classic). If participating with more than one team, choose all that apply.
      
6. If you are registering as a Camp Staff coach, just choose Recreation, Fall, U5 through U15, male/female.

I completed Risk Management last season (Fall 2022 - Spring 23); do I have to register again this year?

Yes, you must register every year. If you completed the program in the previous season year, you will be asked to do a 'refresher course,'

2. If you registered last year (for the 2022-2023 NCYSA seasonal year) choose: "This is my first registration in 2023-2024. I have previously registered with NCYSA."
   1. If it has been two years since your last background check then another one will be processed.
3. You will be asked to verify your contact information to continue.
4. You will need the following association information to continue:
   1. Your type of affiliation: NCYSA Member Association
   2. Member Association Name: Asheville Buncombe Youth Soccer Association

Is there a deadline to complete my Risk Management and Safe Sport?

Yes, everyone must be approved by risk management before they can work with any children in our program. Specifically, the following deadlines are in effect for these divisions:

• Camp Staff – June 10th
• All ABYSA/HFC Full & Part-time Coaching Staff – June 25th (or when hired)
• Classic Managers – June 25th (or when assigned)
• Recreation Coaches – August 15 (or prior to any team contact) for the Fall Season and February 15th for the Spring Season.

What happens if I don't register?

You are not able to participate OR be rostered with your team until you have been approved by NCYSA Risk Management. In addition, for classic team officials (coaches and managers) all paperwork for your teams will be held up at the state office until you have been approved by risk management. This means that your team may not have its cards back in time for a pre-season tournament.
